Biography
Carlos Oliveira Cruz is a Full Professor at Instituto Superior Técnico and a recognized expert in infrastructure investment appraisal, concessions, and regulation. He holds a PhD in Civil Engineering from the University of Lisbon and was a Visiting Scholar at the Harvard Kennedy School.
With extensive consulting experience in Portugal and abroad, his work focuses on transport systems, public-private partnerships, and infrastructure economics.
João Fragoso Januário

Biography
João Fragoso Januário holds a PhD and MSc in Civil Engineering from Instituto Superior Técnico and a postgraduate degree in Data Science from NOVA Information Management School. He is a researcher at CERIS – Civil Engineering Research and Innovation for Sustainability, and an Invited Assistent Professor at IST.
His expertise focuses on real estate and construction economics, software development, and data-driven decision-making.
